Looks like a sight set from an HW60 Weilrauch smallbore target rifle. It is overall an intermediate level target rifle. Not quite as nice as my 1907 Anschutz but accuracy wise it shoots right along with the Annie.
Top sight knob adjusts elevation, anti-clockwise moves point of impact up. Side knob adjusts windage, anti-clockwise moves impact to right.
I don't really know what the "click" value is. I just adjust to zero.

After I posted and went down and looked at my Hw60 and my Anschutz sights. It's not exactly like mine but way closer to the HW than the Anschutz. My Anschutz sights are clearly marked but who knows what earlier stuff looked like.
The sight pictured clearly has an Anschutz logo cast into the base near its front attachment screw - possibly searching for Anschutz sights could bring up info about it.

it is an Anschutz rear diopter model 6705-6706 and it dates to 1981
there was an earlier 6705-6706 sight but it is different
it is an Anschutz globe front sight that would take 17.2mm inserts dating back to the 1980's

I can’t get past what might be in the cake pan…….::::)
I can tell you I'd like to own it!😄
As noted above, a nice set of Anschutz sights. The rear should fit the more or less standard 11mm grooves, and the front 9mm grooves. Both should drop right on to any modern Weihrauch or Diana air rifle, a lot of rimfires too.
Hi marflow - those are two lovely sights! Super condition and the front glare tubes and great accessories.
Weihrauch's oldest milled steel sights are about a 12.5mm dovetail...then they used 13mm for years...then they went to the more or less standard 11mm in the late 70's I think. Any modern HW has 11mm and should be able to take an Anschutz sight (though I did correspond with one gent who found the clamp knobs bumped up against the big 35mm diameter receiver of his HW 35).
As far as I know, Anschutz rear sights still fit 11mm grooves. The Anschutz metal inserts have become by far the most popular for sights with the M18 sleeve thread...Haenel, Kimber, Redfield, Crosman, Lyman and others have used them for some of their sights. The asymmetrical tab pattern makes them easy to spot.

Many front sights have gone from 9mm to 11mm rails (I suppose due to the big muzzle weights or bloop tubes now on many modern match guns?). Even the removable front sights on my old FWB 300SU are 11mm.
I was being a bit facetious...I don't really "need" any more sights! 😜 I would certainly grab one of those nice Anschutzes (which look a bit newer than any of mine) if I spied it at a good price...but...well...
@mdriskill I was hoping you would show up. Oh and thanks for your input, as well as all others that responded.
Well, Mike i know where all the Weihrauch diopters have gone
and you win on numbers but i might be second on Hoarding diopters LOL
and your Insert comparison picture should be saved by everyone
i will not be shopping for you now
