As a professional gunsmith, I would NEVER question a real Russ Best tune.

Russ is a friend of mine.  He is a really knowledgeable guy and may have known more about springers than anyone else tuning during his era, or he was at least comparable with the best.  He has been retired from tuning for several years.  Russ had the ability to do top shelf work.  But, it depends on what the customer asked for him to do.  If a guy only paid him $40 to change a spring that is in no way comparable to the person who paid him $300 or more to polish every part, button the piston, make custom spring guides, polish the safety, polish and adjust the trigger, install pivot screw inserts in the stock, etc, etc.  I have heard "if so and so touched it, it will be wonderful" applied to a lot of tuners.  This is just not true.  I expect that the guy got what he paid for.  So, my message to you and anyone else buying a used previously tuned gun is to find out what was done to the gun.  Does the seller have any paperwork from the tuner?  Short of that, buy from a reputable seller, ask very specific questions about how the gun shoots, ask if anyone you know has shot the gun, etc.  I have bought guns tuned by home tuners that were wonderful and guns "tuned" by widely known tuners that had not in fact been tuned.
