The issue likely involves a lack of clearance for the rim.
You could press salt in a metal tube, then extrude it out the end, and section into pellets. Like a core sample.
Maybe very lightly shellac the salt first? 8oz cut?
Instead of extruding, you could find a plastic drinking straw of the proper diameter. Pack, cut, hope the piece clears the bore.
A secondary thought... wow it must be dry there. FL is so humid this time of year, a pile of salt becomes a puddle in short order.
