I know I can get some cheap leapers rings that have the pin stop and cost a fraction of the cost. However, I really like the BKLs and use them on just about everything. Problem is, 'everything' is precharged guns.

So I don't want to fork out over $50a set if I am still going to have scope creep or slippage. Especially when the leapers are 13 bucks. Seems like I used double straps on a previous 97 without issue, but I can't remember for sure...

Thanks in advance!

I think I have some comments that could help.  But, to avoid the time and confusion of 'veering-down the wrong path', would you mind posting a model number or part number for the BKL rings of which you speak?  It would probably help others as well as myself in answering your question.

For instance, do you perhaps mean these? :

http://www.straightshooters.com/bkl-263-2-piece-mounts.html

or these (the cantilevered version) ? :

(If I have my ducks in a row here, the above models are the ones that are 'medium' height rings for scopes with a 1" tube size.  But, not to worry if that doesn't meet your needs.  They are also available in 'high' and 30 mm tube size versions).

Short answer, yes.   I use the BKL double straps on my HW97, R9, TX200 and others and have for years.   They will hold just fine

I think they should work especially if your gun is 12ft/lbs. I personally reccomend Burris signature Z rings. They are worth every penny.

I use BKL double strap rings on all my spring guns. Never had a scope move.

I've installed a pin stop in a variety of scope rings that didn't have one with the use of a set screw.  The common size I use is 5 mm .80 (pitch), but if there's not room for that, a 4 mm .70 pin is still plenty--it looks like that size would work in one of those rings for sure, from here.  At least I think .70 is the standard pitch for 4 mm screws.

I find that an electric drill, and taps with tap handle are must-have tools for working with air guns and scope rings.  I don't have this particular set of taps/wrench, but it looks pretty-good for the price and for occasional use.  If I was tapping everyday, I would probably spend a little more for a better tap wrench, but could still probably do it all for $35 or so:

You mention Leapers rings.  I'm having good success with them in a lot of springer applications, including fairly-heavy recoil.  I put one 5 mm or # 10 flat washer on each base screw to reinforce the two base clamps--that's 4 washers total.

BKL do a 1-piece as well. I have them on TX's model #260 comes to mind. You may need the high ones on a 97. Don't worry about them not having a stop pin because, if your stop pin is working, your mounts aren't.

I  actually used the BKL triple straps on my 97 plus I added 3M friction tape between the rings and scope. It was like a bank vault.  😁
